Minimise Fines In Crushing Coal

We are producing crushed dolomite with a top size of 3mm using a HSI crusher and want to reduce the top size to 1mm while not substantially increasing the -300 micron fines. Current raw feed is 19mm stone. Is it possible to do this? If so what kind of adjustments will have to be made to the crusher
